Yes — the BCS can be installed and run without administrator privileges.

Running the BCS as a Non-Admin User
If the BCS is installed as a non-admin user, the installer will place the required files on the Desktop by default. To start it, simply double-click thebcs.exe. A small popup should appear confirming that it is running in the background.
Once that message appears, go back to the test site. The test should now load — if it doesn't, refresh the page.

Important Note
When not installed as a service, the BCS will stop running when the machine restarts. You will need to run thebcs.exe again each time.
